Last July 30, the House of Representatives has elected its new set of Committee Chairpersons who will lead key legislative panels in crafting meaningful laws and delivering timely, responsive solutions to the nation’s most urgent challenges.

Nueva Ecija 1st District Representative Mikaela Suansing has been elected chairperson of the House Appropriations Committee, while Bataan 2nd District Rep. Albert Garcia was named senior vice chairperson of the said committee.

Appropriation refers to an authorization made by law or legislative enactment directing payment out of government funds under specified conditions or for specific purposes. Said Committee holds budget hearings, where heads of government agencies defend their funding needs.

The power of appropriation is often described as the “spending power” making it the most important prerogative of Congress. While the power of the “sword” is attributed to the Executive branch, the power of the “pen” is to the Judiciary; the power of the “purse” belongs to the Legislature.

As prescribed by House Rules, the committee’s jurisdiction is on the expenditures of the national government which include creation or abolition and classification of positions in government, determination of salaries, allowances and benefits of government personnel.

Needless to say, having been elected as vice chairperson of this very important committee, is a manifestation of the high trust and confidence of his peers to Cong. Abet.
