
Governor Joet Garcia took center stage as keynote speaker at the National Universal Health Care (UHC) Summit 2025, held last August 28 at the Asian Development Bank with the theme “From Commitment to Action: Realizing People-Centered UHC.”
Gov. Garcia presented Bataan’s trailblazing initiatives on Unified Governance and Community Engagement for Integrated Local Health Systems, showcasing the province’s commitment to bringing quality health care closer to every Bataeño family.
The governor highlighted flagship programs such as the 1Bataan Seal of Healthy Barangay, Healthy Paaralan, Bisita Bayan, and Hataw Takbo Bataan community-driven efforts designed to strengthen preventive health care and promote holistic well-being among Bataeños.
His presentation drew applause from participants, who lauded Bataan’s outstanding performance in advancing universal health care.
Gov. Joet underscored three key drivers behind Bataan’s success: strong leadership, multi-sectoral collaboration, and data-driven governance. These, he said, are vital in achieving unified health systems that actively engage local communities.
The summit gathered national and local leaders in health governance, including Vice Gov. Cris Garcia, Department of Health (DOH) Secretary Dr. Ted Herbosa, DOH Bureau of Local Health Systems and Development Director Dr. Mar Wynn Bello, local chief executives, and health officers from across the country.
Garcia’s message resounded with a clear call: by aligning leadership and empowering communities, the vision of a people-centered health system is not just possible, it is already happening in Bataan.
