
The House Committee on Basic Education has approved House Bill No. 615, also known as the proposed National English Competency Week Act, marking a key legislative milestone for the measure authored by Bataan 1st District Representative Tony Roman III. The bill seeks to institutionalize a nationwide initiative aimed at strengthening English proficiency among Filipinos.
HB 615 aims to promote and enhance competence in the English language, which is recognized by the Constitution as one of the country’s official languages and is widely used in education, business, governance, and international diplomacy. The proposed measure envisions coordinated activities and programs during a designated week each year to improve communication skills and language confidence across sectors.
Rep. Roman underscored that the proposal builds on earlier efforts he initiated in Bataan when he was still serving as a provincial board member. During that time, he authored a local ordinance that pushed for more accessible and inclusive programs focused on communication and language development, particularly for students and workers.
The lawmaker also acknowledged the support of key stakeholders in advancing the bill, notably the Central Luzon Regional Development Council, which first endorsed HB 615, as well as members of the House Committee on Basic Education who voted to approve the measure at the committee level.
Once enacted, the proposed National English Competency Week Act is expected to support human capital development by equipping Filipinos with stronger language skills, boosting employability, confidence, and global competitiveness.
Cong. Roman said he remains committed to advancing policies that expand opportunities not only for Bataeños but also for Filipinos nationwide.
