The Provincial Government of Bataan (PGB), through the Internal Audit Services (IAS) led by Mr. Julius M. Abes, conducted a two-phase Seminar-Workshop Series on Internal Control and Risk Management at The Bunker, 4th Floor Conference Rooms 1 and 2, and at the Bataan Tourism Pavilion.

Phase 1: Internal Control
Conducted in five batches— two (2) sessions for Division Heads (June 18 and August 8, 2025), and three (3) sessions for Rank-and-File Employees (August 19, 20, and 22, 2025). The seminar/workshop aimed to familiarize employees on the concept of internal control and the role that it plays in promoting a culture of good governance, accountability, and transparency.

Participants gained practical insights on internal control principles and best practices to enhance operational efficiency. Through interactive discussions and hands-on exercises, they identified existing control activities within their offices and began documenting internal control components aligned with established frameworks. The workshop emphasized that internal control is everyone’s responsibility, focusing on prevention rather than detection, and that strong controls build public trust.

Phase 2: Risk Management
The second phase ran in five batches—two (2) sessions for Division Heads (September 4 and 12, 2025), and three (3) sessions for Rank-and-File Employees (September 5, 10, and 11, 2025).

The seminar/workshop highlighted the importance of risk management in government operations—anticipating potential threats, evaluating their impact, and preparing appropriate responses to ensure continuous, efficient service delivery. Participants learned strategies such as mitigation, avoidance, transfer, or acceptance of risks, equipping offices to safeguard public resources, maintain transparency, and sustain services even during uncertainties.

Through initiatives like these seminar-workshops, the Internal Audit Services plays a crucial role in nurturing a culture of compliance, excellence, and integrity within the Provincial Government of Bataan. The successful conduct of both phases underscore the Provincial Government’s proactive approach to strengthening internal systems and promoting sustainable governance practices. By integrating continuous improvement in both internal control and risk management, the PGB ensures its services remain responsive, resilient, and continually improving—delivering better outcomes for every Bataeño.
