
Fulfilling a key campaign promise, Bataan 1st District Representative Antonino “Tony” Roman III has officially launched the comprehensive planning initiative aimed at transforming the economic, environmental, and social landscape of the 1st District of Bataan. The project, spearheaded in partnership with world-renowned urban planner and architect Felino “Jun” Palafox Jr., seeks to create jobs, boost livelihoods, and address the worsening flooding problem in the area.
The masterplan, formally set in motion this week, will be developed through the combined efforts of the Office of Congressman Roman, the Provincial Government of Bataan, and the local governments of Hermosa, Orani, Samal, and Abucay. The initiative envisions a long-term blueprint that integrates sustainable development, infrastructure upgrades, and disaster-resilient urban design.
Roman said the planning process is anchored on his campaign commitment to deliver “clear and concrete” strategies for a more progressive and safer 1st District. “Today marks the start of real, lasting change for our constituents,” he said. “With the expertise of Team Palafox and the unity of our local leaders, we can turn vision into reality.”
Architect Palafox, whose portfolio includes major city and township projects in the Philippines and abroad, emphasized that the plan will be tailored to the district’s unique geography, economy, and community needs. He said the design will prioritize inclusive growth, efficient land use, and climate-resilient solutions—particularly in addressing flooding that has long plagued parts of the district.
Local leaders welcomed the project as a historic collaboration. Hermosa Mayor Anne Inton, Orani Mayor Jon Arizapa, Samal Mayor Alexander Acuzar, and Abucay Mayor Erik Martel all pledged support, highlighting the importance of inter-municipal cooperation in achieving shared development goals. The provincial government is also expected to provide technical and policy support throughout the planning process.
Roman expressed optimism that the initiative will not only modernize infrastructure but also unlock the district’s full potential as a hub for sustainable industries, tourism, and agriculture. “This is more than just a plan on paper—it’s our roadmap to a brighter, more resilient future for every Bataeño in the 1st District,” he said.
