Rep. Garcia pushes reform for accountable public service

A proposed measure seeking to institutionalize merit-based governance has cleared a key hurdle in Congress. Bataan Second District Representative Abet Garcia announced that House Bill No. 6145, or the Public Governance Meritocracy Act, has been approved by the Committee on Local Government and endorsed to the Committee on Appropriations for funding deliberations.

 

Garcia described the bill as a significant step toward establishing a governance system that recognizes public servants based on competence, performance, and dedication. The measure aims to embed meritocracy in government institutions, ensuring that appointments and promotions are grounded on qualifications rather than political considerations.

 

Under the proposed legislation, public officials would be held to higher standards of accountability and transparency. The bill seeks to promote responsible leadership and eliminate inefficiencies, ultimately strengthening public trust in government service delivery.

 

If enacted, the measure is expected to improve the quality of services received by citizens by ensuring that government programs and assistance reach beneficiaries efficiently and fairly. Garcia emphasized that the reform would help guarantee that Filipinos receive the services they rightfully deserve.

 

The push for merit-based governance aligns with broader efforts to modernize the Philippine bureaucracy, where issues such as patronage politics and uneven service delivery have long been raised. Advocates believe that institutionalizing meritocracy could pave the way for a more professional, efficient, and citizen-centered public sector.
