Mandate

Provincial Ordinance No. 2 Series of 2019 – Bataan PPP and Investment Center Ordinance: PPPIC shall endeavor to pursue Public-Private Partnerships consistent with the infrastructure, development, investment, environmental, and governance framework of the Province of Bataan embodied in its relevant policies, plans, ordinances, and codes.

Mission

The PPP and Investment Center of Bataan will be an exemplary provider of efficient and responsive institutional support to local and foreign investors in Bataan, developing a strong synergy between the public and private sectors, thus, contributing to the Province’s quality growth.

Excellent institutional support to local and foreign investors towards better quality of life.

Duties and Functions

  1. Local Economic Development and Investment Promotion Office (LEDIPO)
    The PPPIC, as LEDIPO of the Province, leads in attracting and promoting investment for the province and provides a centralized and coordinated approach to investment promotion and facilitation, helping to create a more attractive investment climate and promote economic growth in the local community. PPPIC’s responsibilities on investment promotion include: Investment promotion, Investor services, Investment facilitation, Investment monitoring, Investment coordination, and Investment policy development.

  2. Public Private Partnership (PPP) Office
    In facilitating Public-Private Partnerships (PPPs), the PPPIC is responsible for the development and implementation of PPP projects in Bataan and its responsibilities include Policy formulation and implementation, Project identification and selection, Procurement and contracting Stakeholder engagement and communication, and Capacity building and training.

  3. Contract Management Unit (CMU)
    In monitoring the progress of PPP Contracts implementation, the PPPIC is responsible for: PPP Contract Administration, Performance monitoring, Dispute resolution, Contract amendment and renewal, Contract documentation, and Contract compliance.

  4. Administrative Division
    Supervise office management functions including but not limited to processing pertinent documents, performance management duties, documentation, liquidation, and other administrative functions.

Accomplishment Reports

Description: The project provides the farmer with a complete set of services to fully manage the agronomy and related financial aspect of their farms and increase their productivity and returns by enabling a large number of farmers to increase productivity and profits and “leapfrog” into modern, innovative agriculture.

Beneficiary: FARMERS OF BATAAN

  • Enable a large number of farmers to increase productivity and profits.
  • Ensure food security of the province.

Date of Acceptance: December 7, 2017
Date of Implementation: June 15, 2020

Description: The project is the most professional alternative to a hearing aid center by providing excellent and quality hearing services while upholding the value of care, commitment, and compassion to all patients.

Beneficiary: ALL BATAEÑOS

  • This facility offers professional and technical support to realizing the improved quality of life to the clients.

Date of Acceptance: August 29, 2019
Date of Implementation: February 20, 2020

Description: With the enhanced and established computerized and integrated health database system of its constituents, PGB will have an informed decision policy making and overall management of health care system in the Province. Better health programs to address the needs of its constituents will be formulated.

Beneficiary: ALL BATAEÑOS

  • PGB will have a detailed analysis and assessment of the medical data, medical bills and the wellness of its constituents.

Date of Acceptance: February 21, 2018

Date of Implementation: February 5, 2020

Description: The project will help the Province implement its traffic alleviation by efficiently enforcing traffic rules by using industry-accepted technologies, thus, making the provincial roads safer and accessible for pedestrian and motorist.

Beneficiary: ALL BATAEÑOS AND TOURISTS

  • The program will consistently enforce the road 24/7, and improve vehicular traffic flow in the Province and thus, lessen carbon emission from vehicles.

Date of Acceptance: February 20, 2019
Date of Implementation: January 16, 2022

Description: The Bunker is a seven-story building with full basement that will serve as the new office for the Governor and other Provincial Government Offices. The design of the Bunker highlights the heroic stand of Filipino and American soldiers in making Bataan as the focal point of resistance against the Japanese invasion forces during World War II.

Beneficiary: ALL BATAEÑOS

  • All services are provided completely and diligently inside the Bunker, people need to go only in one place
  • Convenience for all Bataeños due to quick and easy transactions.

Date of Acceptance: December 12, 2014

Date of Implementation: September 12, 2019

Description: The Project is for the establishment, operation and maintenance of 1Bataan Integrated Transportation System (1BITS), an integrated transportation system in the Province. It shall involve the incorporation of a separate joint venture corporation which will own, manage and operate the project.

Beneficiary: ALL BATAEÑOS AND TOURISTS

  • A bus transportation system directly servicing the passengers of the ferry from the port to the different towns of Bataan and vice versa.
  • Can ship large volume at low costs.

Date of Acceptance: March 8, 2017

Date of Implementation: December 11, 2017
