Functional Statement:

  • Establish a systematic method of assessment in the manner prescribed herein and in accordance with rules and regulations issued by the Sec. of Finance.
  • Install and maintain a real property identification & accounting system conforming to the standards prescribed by the Secretary of Finance.
  • Prepare, install and maintain a system of tax mapping showing graphically all property subject to assessment in his province or city & gather all necessary data concerning the same.
  • Make frequent physical surveys to check & determine wheter all real property within the locality are properly listed in assessment rolls.
  • Appraise all items of real property at current market value in accordance with this Code & conduct regular ocular inspection trips to determine if all properties are assessed correctly.
  • Keep a record of all transfer, leases & mortgages of real property rentals, insurance and cost of construction of buildings & other improvements on land & land income for assessment purposes.

  • Cancel all the assessments, in case several assessments are made for the same property, except the one properly make, but any assesses or his representative shall object to the cancellation of the assessment made in his name, such assessment shall not be cancelled but the fact shall be noted on the tax declaration and assessment rolls & other property books of record.
  • Perform such other acts as may be required of provincial or city assessor under P.D. 464 or other related laws.
  • Assist the Provincial Assessor in the Administration and supervision of the Office. Acts as Officer in Charge in his absence.
  • Make ocular inspection & decides on assessment problems being encountered by the Deputy Assessors in the field.
  • Makes a list of all taxable & non-taxable real property in the province the names of the owners with a brief description opposite their names of the property owned by them and the cash value thereof.
  • Establish rapport with heads of establishments both public and private on matters of real estate taxation.
  • In the absence of the Provincial Assessor, attends all meetings of the possession relating to assessment and valuation.
  • Acts as Commisioner of the Board of Commissioner in determining the fair market value of lots in the province when required.

  • Primary objective of Tax Mapping is to provide basic information for assessing property tax purposes.
  • Construction of & maintenance of tax maps based on cadastral maps, public & private land subdivision, original surveys & parcellary sketching.
  • Keep tax maps in order for sefekeeping & protection from rough handling.
  • Does field survey if necessary.
  • Records the number of parcels of land that are either taxable or exempt.
  • Identification of true used of land.
  • To provide a permanent link between property owners & office records.
  • Keep inventory cards of properties identified for listing and appraising.
  • To identify the ownership of very piece or real property owners as each parcel is visited.
  • Provide clerical service, property management, building maintenance and safeguarding of properties.
  • Keep and update personnel, records, property index cards & all officials documents of the office.
  • Prepare, answer, records and channel all incoming & outgoing correspondence.
  • Annotate and cancel loans on tax declarations of file.
  • Certify true copies of tax declaration and official documents of the office.
  • Issue certification as to property owner-ship declaration for taxation purposes.
  • Coordinate and maintain working relationship between different division and sections of the office.
