The signing of a Memorandum of Understanding (MOU) between the Cities of Balanga and Zhenghou in China, witnessed by officials of both parties held at the Bunker, last week is a clear indication of the determination of the two dynamic cities for their beneficial partnership.

Said MOU, signed by Mayor Francis Garcia for Balanga City and Mayor He Xiong for Zhengzhou, is not only an agreement between two administrative bodies but also forges a bridge between two rich cultures, two vibrant economy and two resilient people.

In his speech, Mayor Francis Garcia said that he believes in the benefit of shared experiences and resources; that we can pursue development. While Mayor He Xiong of Zhengzhou City thru his interpreter said that he is happy with the MOU and willing to share their knowledge and resources and promise to hold together, share with each other, learn from each other and grow together.

Vice Governor Cris Garcia also witnessed the significant event.
