Cementing its reputation as a hub of good governance and innovation, Bataan emerged as one of the most competitive provinces in the Philippines, securing a prestigious spot in the 2023 Cities and Municipalities Competitiveness Index (CMCI). The province ranked 10th nationwide, standing tall among the 14 Central Luzon local government units (LGUs) recognized for their excellence across the country.

In particular, Balanga City and Abucay brought pride to Bataan with outstanding performances in key competitiveness indicators. Balanga City ranked 10th in government efficiency under the component cities category, a testament to its streamlined services and effective leadership. Meanwhile, the municipality of Abucay earned 10th place in innovation among 3rd to 4th class municipalities, showcasing its commitment to creativity and forward-thinking solutions.

Limay, another Bataan municipality, also shone brightly, ranking 4th in government efficiency in the 1st to 2nd class municipalities category, reinforcing the province’s reputation for accountable and responsive governance.

Bataan’s collective achievements across its LGUs underscore the province’s holistic approach to governance, which integrates economic dynamism, infrastructure development, and resilience. This success reflects the concerted efforts of local leaders and communities to elevate public service and foster a business-friendly environment.

Central Luzon leads the charge

Across Central Luzon, other LGUs also achieved remarkable milestones. San Felipe, Zambales, ranked 3rd overall in competitiveness for 3rd to 4th class municipalities, while Baler, Aurora, and Capas, Tarlac, were recognized for their exceptional innovation and infrastructure development. The City of San Fernando, Pampanga, stood out as a leader in innovation, securing 5th place nationwide in its category.
The Department of Trade and Industry (DTI) praised these achievements, emphasizing the role of the CMCI in driving healthy competition among LGUs. “By improving infrastructure, enhancing service delivery, and fostering innovation, LGUs not only uplift their communities but also propel the country toward progress,” said DTI Assistant Secretary Leonila Baluyut.

A model for good governance

The CMCI evaluates LGUs based on five critical pillars: economic dynamism, government efficiency, infrastructure, resilience, and innovation. Developed by the National Competitiveness Council with support from the USAID, the index serves as a roadmap for local governments to identify strengths and areas for improvement.

Bataan’s inclusion among the top-performing provinces highlights its dedication to these principles. Its leaders, spearheaded by forward-thinking governance, continue to implement initiatives that improve the quality of life for residents while creating an environment conducive to investments and innovation.

As Bataan’s star continues to rise, it sets an inspiring example for other provinces to emulate, proving that strategic governance, innovation, and community engagement are key to building a more competitive and prosperous Philippines.
