The Sangguniang Panlalawigan ng Bataan presided by Vice Gov. Cris Garcia unanimously passed on Monday third and final reading of the ordinance declaring first week of September of every year as English Competency Week in the Province of Bataan.
Board Member Tony Boy Roman authored the ordinance. The legislation aims to raise awareness of the importance of attaining or improving English proficiency; grow interest in the use of English; and further the use of language.
The Provincial Government of Bataan will formulate a program and plan of activities like debates, declamation and essay-writing contests, public speaking and writing workshops, and discussion forums in English to celebrate the English Competency Week.
It will be remembered that in the Education First English Proficiency Index, the Philippines’ rank dropped from 20th in 2019 to 27th in 2020. In his SONA, even President Ferdinand Marcos Jr. pointed out the need to improve English proficiency in the country.
