House Bill 11543 passes in the House

The House of Representatives has approved House Bill 11543, also known as the Lifelong Learning Development Framework Act.

Pusong Pinoy Partylist Representative Jett Nisay principally author the bill. He announced that a similar version has already passed in the Senate. The bill is now awaiting the signature of President Bongbong Marcos to become a national law.

Nisay said the bill aims to create a national framework that promotes continuous learning for all Filipinos. He said the bill will help establish more “Learning Cities” and “Learning Municipalities,” inspired by Balanga City, which was recognized by UNESCO as a “Smart University Town.”

He also emphasized that the bill is not only for students, but also for workers, out-of-school youth, senior citizens, and those from marginalized sectors who want to learn new skills or adapt to a fast-changing world.

“Learning should not stop with a school diploma,” Nisay said. “It must be continuous, accessible, and inclusive for all ages and life stages.”
