The Sangguniang Panlalawigan (SP) ng Bataan presided by Vice Gov. Cris Garcia recently approved a resolution authorizing Governor Joet Garcia to enter into and sign a Memorandum of Agreement (MOA) with the Commission on Filipinos Overseas (CFO) for the localization of the E-Governance project “BALINKBAYAN”.
Balinkbayan provides a mechanism to effectively mainstream migration and development as a framework to empower Filipinos, hence, there’s a need to offer updated and streamlined system of engagement for them in areas like diaspora, investment, entrepreneurship, philanthropy, medical mission and many others.
The Commission on Filipino Overseas headed by (ret) Justice Francisco P. Acosta as chairperson and secretary said that, they aim to harness the energies and resources of overseas Filipinos through E-Governance called Balinkbayan Overseas Filipino one-stop- online portal for diaspora engagement.
Once signed, the parties in said MOA do pledge their full support to the localization of the e-governance project, that means the establishment, development, and maintenance of the Balinkbayan webpage featuring M and D (migration and development) initiatives specific to local areas like the Province of Bataan.
Moreover, according to the World Bank, overseas Filipinos remitted about 32 billion dollars to the Philippine economy, hence the need to encourage overseas Filipinos to engage more effectively in the development process in their homeland.
Gov. Joet Garcia believes that with this project, it can provide an efficient and promising system that could improve the lives of Bataeños.
