In a significant development for local governance in the Philippines, the House Committee on Appropriations approved Bataan 2nd District Representative Abet Garcia’s proposed Local Governance Meritocracy Bill (House Bill 5043) on November 26.

This legislation seeks to strengthen the implementation of the Seal of Good Local Governance Act (Republic Act 11292) by incorporating the Human Development Index (HDI) as a critical standard for evaluating local government units (LGUs).

The bill aims to ensure that LGU programs are measured based on tangible outcomes in health, education, peace and order, and overall quality of life—key pillars of sustainable development. By expanding the criteria under RA 11292, the bill envisions incentivizing LGUs to deliver impactful services that directly improve the lives of their constituents.

“We are committed to ensuring that every peso allocated to local governments results in meaningful progress for the community. By integrating HDI as a benchmark, we promote a more holistic and results-driven approach to governance,” said Rep. Garcia.

The Local Governance Meritocracy Bill now moves to the Committee on Local Government for further deliberations. Rep. Garcia expressed optimism that the measure will gain swift approval as it progresses through Congress.

If enacted, the bill could redefine how LGU performance is assessed nationwide, creating a more transparent and accountable system for delivering public services. Stakeholders in governance and development sectors are closely watching the bill’s progress, viewing it as a potential game-changer in elevating the standard of governance across the country.
