The House Committee on Appropriations has approved the substitute bill for the proposed Lifelong Learning Development Framework Act, authored by Pusong Pinoy Partylist Representative Jett Nisay. The measure was earlier endorsed by the House Committees on Basic Education and Culture, as well as Higher and Technical Education.
The proposed legislation seeks to institutionalize lifelong learning as part of the country’s national education policy. It aims to promote continuous and meaningful learning for all Filipinos, opening opportunities for better jobs and decent livelihoods, while contributing to national, regional, and local development.
The bill recognizes learning beyond formal education by valuing non-formal and informal learning experiences throughout all stages of life. It emphasizes that education is a lifelong process that extends beyond the classroom.
Among the key provisions of the bill are the creation of a Lifelong Learning Development Framework (LLDF) to be led by the Philippine Qualifications Framework–National Coordinating Council (PQF-NCC), the designation of Learning Cities or Learning Municipalities, the formulation of a national masterplan for lifelong learning, and the allocation of a portion of the Special Education Fund of local government units for lifelong learning programs.
Representative Nisay said the measure promotes inclusive, accessible, and quality education for all sectors of society. The bill is expected to be brought to the House plenary soon, in hopes of securing its passage before the end of the 19th Congress.
