Participation of private contractors and housing developers will a play crucial role in the national government’s massive housing program.
Undersecretary Wilfredo S. Mallari of Department of Human Settlements and Urban Development (DHSUD) said President Marcos Jr.’s flagship Pambansang Pabahay para sa Pilipino Housing (4PH) program requires more partnership ventures with the private sector to fully implement it. Usec. Mallari was echoing the ideas of DHSUD Secretary Jose Rizalino Acuzar who thought of Public-Private Partnership (PPP) and engaging in joint venture agreement with topnotch real estate developers and construction magnate to implement the housing program.
The DHSUD recently released the 4PH operations manual which cites joint venture agreement (JVA) and PPP as among the strategic solutions to accelerate the execution of the flagship housing program.
President Marcos, upon appointment of Acuzar as housing czar, promised to solve housing backlog now pegged at 6.5 million units.
Acuzar said the DHSUD will construct one million housing units per year up to the end of the President’s term.
Mallari was DPWH’s Regional Director for Mimaropa and prior to his appointment as DHSUD Usec, he was DPWH Asec.
He started off as an ordinary DPWH employee in Bataan before he was promoted as district engineer.
