The Province of Bataan has retained its prestigious 1st Income Class status, while several municipalities have climbed to higher income classifications under the newly issued guidelines by the Department of Finance (DOF).
Department Order No. 07, Series of 2024, signed by DOF Secretary Ralph G. Recto on November 5, 2024, updates the income classifications of Local Government Units (LGUs) based on the provisions of Republic Act No. 11964.
The new classifications redefine income thresholds and apply to the average annual regular income of LGUs over the three fiscal years preceding the general reclassification. Under the updated standards, the City of Balanga and the municipalities of Abucay, Bagac, Morong, Orion, Pilar, and Samal have demonstrated notable economic growth, securing higher income class rankings.
These advancements reflect the sustained revenue generation and fiscal management efforts of Bataan’s local governments. The new income classifications are expected to bring broader opportunities for the LGUs in terms of increased budget allocations and enhanced service delivery for their constituents.
The order will officially take effect on January 1, 2025, as stipulated in RA No. 11964 and its Implementing Rules and Regulations (IRR).
Governor Joet Garcia lauded this development, emphasizing that the economic strides of Bataan’s LGUs are a testament to the collective efforts of local officials and stakeholders. He expressed optimism that these milestones would inspire further progress and pave the way for a more prosperous province.
The reclassification aligns with the national government’s commitment to fostering inclusive growth and empowering LGUs through fiscal reforms, as championed by the Department of the Interior and Local Government (DILG).
