Rep. Roman pushes Centralized Real-Time Flood Information System bill

To strengthen the country’s disaster preparedness and response, Bataan 1st District Representative Atty. Tony Roman III has filed House Bill No. 2201, known as the “National Flood Risk Governance and Data Integration Act of 2025,” which seeks to establish a centralized, real-time online system for all flood-related information nationwide.

Under the proposed measure, the Department of Information and Communications Technology (DICT) will lead the initiative in coordination with PAGASA, NAMRIA, DPWH, and DILG. The system will consolidate data on rainfall, topography, land use, and other critical information. These data will be made accessible to both national and local governments to improve early warning systems, predictive modeling, and disaster planning.

Roman emphasized that the system will provide real-time updates that can forecast when and where flooding is likely to occur, enabling the government to respond faster and more effectively.

The bill will not require the creation of a new agency, instead maximizing existing platforms such as Project NOAH and GeoRiskPH. It also includes provisions for strict data privacy and cybersecurity protections. Congressman Roman said the measure will primarily benefit flood-prone LGUs and communities, Filipino families who need timely alerts during the rainy season, and the entire country by ensuring more intelligent and coordinated disaster response.

“Hindi lang weather forecast ang solusyon,” Roman said, adding that smart data, real-time information, and proper planning are essential tools to protect lives and properties from flooding.
